Yes. You can decorate the hall how you like, as long as it doesn't cause any damage to the building, such as sticking things to walls etc to remove paint.

The hall provides basic audiovisual equipment, including a PA system, microphones, a projector and a screen. Any more advanced equipment must be supplied by the hirer.
